Charlotte Water Selects Propst Construction For Design-Build Contracts

Propst Construction Company (Propst) announces their first Design-Build (DB) projects as a prime contractor. Propst and DB partner AECOM Technical Services (AECOM) are currently gearing up for the Company’s first Design-Build projects with Charlotte Water. The DB projects were originally advertised in July of 2018 and will be delivered as unique Progressive Design-Build projects. Countless hours were spent with the team preparing our Statement of Qualifications (SOQ). Our SOQ had to highlight our strengths and capabilities for Charlotte Water. We prepared resumes, showed past project history and presented Charlotte Water with a foundation upon which they could use to build their projects. Charlotte Water used each team’s SOQ to select the final teams to build each of these projects. Fourteen total projects were included in the original DB advertisement. In the final stage, seven teams were selected by Charlotte Water to receive 13 of the projects. Six teams received two projects each and one team received one project. Propst was selected for two projects, Davidson Water Transmission Main Phase Ill and Dixon Branch Sanitary Sewer Extension. The DB Team will provide services for design, survey, geotechnical assessment, environmental assessment, permitting, real estate acquisition, including appraisal and legal, communications and construction. This will take the project from initial concept to completion. Below is a description of each project.

Davidson Water Transmission Main to Iredell County and Sewer Improvements -This is Phase Ill of the Davidson Water Main project and would extend the 24-inch water main from the Phase I point of connection at S. Main and Walnut streets to Potts Street and then north along the alignment of Potts, Sloan and Beaty streets to N. Main Street just south of the Mecklenburg/Iredell County Line. This alignment generally follows the alignment of the NCDOT roadway improvements planned along this corridor. Work would include points of connection to the existing water distribution system at Main/Walnut, Griffith/Beaty, and Beaty/Main streets. Likewise, there will be two cased crossings of the Norfolk Southern Railroad and a cased crossing at Griffith Street. Also, a new 16 or 12 inch water line from NC Highway 115 and Walnut Street in Davidson up to the Davidson Pointe subdivision in Iredell County at Bridges Farm Road off NC Highway. This project consists of approximately 15,000 LF of water main in Town of Davidson and will involve NCDOT roads. Note that the project crosses through a known asbestos contaminated site. Phases 1 and 2 of this project are currently under construction and should be completed in summer 2019. This phase will need to evaluate and rehab or replace all water and sewer infrastructure necessary along the alignment as directed by Charlotte Water. Charlotte Water has also identified some sewer capacity limitations in the South Street area of Davidson from Concord Road down to the Davidson Elementary School site. There are three existing sewer pump stations that pump to these sewers that may be causing the sewer capacity limitations. The initial project budget is $8M and the project completion goal is by mid-2020.

Dixon Branch Sanitary Sewer Extension to 1-77 -This project is located just north of the Northlake Mall area. This project will extend an existing 18 inch sewer north along Dixon Branch, crossing 1-485 and Alexandriana Road approximately 5,300 LF to 1-77. This line will likely be a combination of 18, 15 and 12 inch sewers. There is an existing 18 inch dummy line under 1-485 that may be able to be utilized for this project. There is also an existing 8 inch dummy line under 1-77 that may be used or may need to be increased to a 12 inch. The initial project budget is $1.6M, not including the interstate crossings if the existing ones cannot be utilized, and the project completion goal is by mid-2020.
